Users should be able to manage Authority Control data without restarting or rebuilding DSpace. Authority Control sources includes input-forms lists, hierarchical vocabularies, external sources and dspace metadata fields). DSpace specific Authorities should be able to be managed from a common user interface (similar to Metadata and Format Registries) and/or import format.
