Internationalization (i18n) improvements proposal

- summary of the current DSpace-Tech discussion on this topic. Questions to be addressed:  1) Can there be one standard for i18n across UI's? and 2) Which standards/tools should we adopt?
- made inquiries w/Tim and developers for tech resource
- emailed msg call for participation to Ambassadors to solicit help
-- Stuart Yeates provided some input recently
-- Might be best to tackle this during the live Developer/contributor meeting at OR12.
-- biggest problem: a party willing to do the development & take the lead on this hasn't stepped up to the plate yet.
