Commit Process

1. Suggestion: Change to only needing one committer (from different org) to merge
   • At least for bug-fixes and documentation
   • Need a label to identify that the PR is a "bug-fix"
2. New features should continue with current process
3. Revisit process annually... start with 180 day trial period
4. At least one person does detailed review
   • Verbal sign-off from others
5. ACTION: Andrew to draft updated proposal and call a vote from committers
