Charge 

Charge approved by the DSpace Steering Group, March 22, 2024.

The DSpace Governance Working Group’s charge is to submit recommendations to the DSpace Steering Group regarding improvements to the operations of DSpace Governance and its documentation. The DSpace Governance Working Group is also charged to review the Memorandum of Understanding (MOU) between Lyrasis and DSpace (effective May 1, 2021 and due for review May 2024) and recommend changes, if any, to the DSpace Steering Group.

Input and Feedback

During the course of its work, the DSpace Governance Working Group will seek input and feedback from the DSpace Steering Group, the DSpace Leadership Group, the DSpace Committers Group, and other DSpace Working Groups as appropriate. 

Actions

  • Provide recommendations regarding the MOU between Lyrasis and DSpace
  • Resolve critical pain points and sub-optimal processes in the operations of DSpace Governance. Areas to address include, but aren’t limited to:
    • Membership year, election cycles, and governance year discrepancies
    • Elections procedures
    • Governance officer transitions
    • Roles of governance groups, members, and officers
    • Communications and reporting responsibilities
    • Governance orientation and onboarding
  • Codify the management of DSpace Governance operations and rules of conduct
  • Resolve gaps and redundancies and standardize DSpace Governance documentation 

Deliverables

  • Draft recommended changes, if any, to the Lyrasis and DSpace MOU. Submit to the DSpace Steering Group by June 2024. Following input and feedback from the DSpace Steering Group, finalize the MOU for approval by the DSpace Leadership Group.
  • Draft DSpace bylaws and submit to the DSpace Steering Group for review and feedback. Following input and feedback from the DSpace Steering Group and the DSpace Leadership Group, finalize the bylaws for voting by the DSpace Leadership Group.
  • Draft operating manuals for the DSpace Steering, DSpace Leadership, and DSpace Committers groups and submit to the DSpace Steering Group for review and feedback. Following input and feedback from the DSpace Steering, DSpace Leadership, and the DSpace Committers groups, finalize the operating manuals for voting by the DSpace Leadership Group.
  • Draft a Code of Conduct for DSpace Governance and submit to the DSpace Steering Group for review and feedback. Following input and feedback from the DSpace Steering and DSpace Leadership groups, finalize the Code of Conduct for voting by the DSpace Leadership Group.

Term

The initial term of the DSpace Governance Working Group is the 2024 calendar year.

Meeting Schedule

The DSpace Governance Working Group will meet virtually at least once monthly for one hour. Additional meetings, if needed, will be scheduled.

Reporting

The DSpace Governance Working Group will present updates at the monthly DSpace Steering Group meetings and the quarterly DSpace Leadership Group meetings. DSpace Governance Working Group meeting agendas and minutes will be made publicly available on the DSpace wiki. The outcomes of the DSpace Governance Working Group will be shared publicly.
