The determination of appropriate projects is a collaborative effort between those community members (preferably developers) and students (preferably computer science students or adepts). We highly recommend that prospective students join in to the appropriate IRC channel and list-servs and discuss ideas for project with the community prior to submitting a proposal. See the GSOC Information page for a given DuraSpace technology for links to that technology's IRC channel(s) and mailing list(s).
The order of your proposal submission is irrelevant in the decision making process for selection. What is more important is that the mentors for you your project have a strong interest in supporting it during the evaluation process.
Review the existing project ideas (see above, under the "GSOC Projects Available" section above) or suggest your own and place your student proposal at the GSoC 2010 GSOC Site: http://socghop.appspot.com
