Per point release (e.g., quarterly)

1) Per-release scoping:

Gets group consensus on features, dates
Keeps tabs, makes sure people are assigned
Guards against scope/feature creep
Coordinates & communicates with authors of other tools on release ordering/compatibility issues
2) Coordinates pre-release testing
3) Physically performs the release (tagging, uploading, announcing, etc)
4) Communicates release dates to user and developer community
