Issues discovered:
- FCREPO-939 :Allow FeSL RI Attribute finder queries to be based on object URI
- FCREPO-940 : API-A Requires AuthN regardless of config
- FCREPO-942 : Web application context loading can fail on some Windows environments
- FCREPO-946 : Rebuilder does not terminate
- FCREPO-947 : /validate fails with Postgres
