Title (Goal)Reviewers can delete submissions in workflow

Story (A paragraph or two describing what happens)

A submitter may accidentally submit the same item twice, resulting in an obvious duplicate in the review workflow. Reviewers (perhaps restricted to a certain role) should be able to delete such an obvious duplicate directly. Currently, the only options are

  • make live the duplicate, then delete it; or
  • reject the duplicate and get the submitter to delete it from the workspace (or ignore it)

This is particularly noticeable when submissions are not made by people but rather eg an external system pushing through submissions via Sword.
