It is highly recommended to follow an established path in gathering the requirements for the UI:

Consider that the ui is consumed by 3 very different entities, each representing a set of requirements may conflict. The entities are: The end user, the administrator/power user, and the institution who developed the application and is responsible for its maintenance.

Often, business analysts are not included in a project, and the process of collecting requirements for the user interface is left out for the development or design team/individual who may not have much experience doing that and this is where the NIST document is really valuable.

However, it is also beneficial for experienced teams to use the standard as it affords an effective method for sharing development experiences with others, which is part of the open source promise.
