Charge

Background

The Program for Cooperative Cataloging has been preparing to implement the official RDA Toolkit by writing policy statements and metadata guidance documentation, creating metadata application profiles, and developing training. The PCC Policy Committee has decided that the PCC will have a rolling implementation from May 1, 2024 to April 30, 2027. This 3-year rolling implementation will allow institutions to transition to the official RDA Toolkit when they are ready before the removal of the original RDA Toolkit. Although a date has been announced, there are still a number of questions about PCC’s implementation of the official RDA Toolkit and what it will look like for libraries.

Charge

The PCC RDA Implementation Task Group is charged with developing recommendations for PCC’s implementation of the official RDA Toolkit.

The primary output of the group is to develop an implementation plan that provides a path towards PCC's implementation of official RDA. The implementation plan may include:

  • A list of the tasks that must be completed, along with a timeline or deadline and the group or individual responsible for completing the work
  • Information about what implementation might look like, for example:
    • What does a rolling implementation mean in the context of a mixed MARC/Linked Data environment?
    • Does it matter if institutions start with bibliographic or authority records? If it does matter, which must come first?
    • Should there be recommended target dates that PCC participants should be working towards (e.g., all authority records need to be created or updated using official RDA by x date)?
    • Will catalogers be required to undergo specific training before contributing PCC records created using the official RDA Toolkit?
    • What training will PCC provide and what training will be left to other cataloging communities (e.g., MLA, OLAC)?
    • What methods of training will be provided by PCC?
    • Will catalogers need to undergo review before contributing PCC records created using the official RDA Toolkit?
    • What are best practices for catalogers to interact with the official RDA Toolkit, the PS, the MAP, and the MGDs?
    • When will the official RDA Toolkit and supporting documentation be ready for production with BIBFRAME data?
  • Information about how institutions could prepare for implementation
  • An FAQ section to address questions that catalogers may have about implementation

In collaboration with the PCC RDA Communications Committee, the Task Group will survey PCC members annually to track PCC’s implementation (or anticipated implementation) of the official RDA Toolkit, as well as potential barriers to implementation. Based on the survey results, develop recommendations to support PCC participants and ensure continued success of the cooperative.

Time Frame

Date charged: November 9, 2023

Recommendations and revisions to the implementation plan will be submitted to PoCo for approval as they are created. Each year that it is in place, the Task Group will submit activity reports to the PCC Policy Committee by April 15 (in time for OpCo) and October 15 (in time for PoCo).

After the final report is reviewed by PoCo, a follow-up phase may be required before the group is disbanded, to address implementation of recommendations, etc.
