Title (Goal) | Reviewers can move a submission to a different collection |

Story (A paragraph or two describing what happens) | A submitter may accidentally submit an item to the wrong collection. Currently, this cannot be remedied by reviewers; even if the reviewer rejects the item, the submitter can't change the target collection. The only choices are to make the item live in the wrong collection, then move it, or to ask the submitter to start over. Reviewers (perhaps only in certain roles) should be able to change the target collection. However, it isn't clear what the implications might be if the correct collection has different metadata needs than the original (wrong) target collection. |
