Background

With the establishment of the Entity Management Cooperative (EMCO) program, the PCC Identity Management Advisory Committee (IMAC) launched the EMCO Early Adopters Phase in March 2025. The scope of work during the Early Adopters Phase will be limited to entities for persons and corporate bodies, with opportunities to provide feedback and direction concerning EMCO’s future. 

Participants

All individuals and gallery, library, archive, and museum (GLAM) institutions are invited to participate in EMCO, regardless of their institutional affiliation with the Program for Cooperative Cataloging (PCC). Participants do not need to be PCC members to participate in the EMCO Early Adopters Phase. Due to the wide-reaching impact of linked data and desire for multiple perspectives, participants who may not have previously participated in PCC programs are especially welcome.

Scope

EMCO is a vision for the PCC’s engagement with linked data. While the PCC Policy Committee has approved high-level principles to guide the work of EMCO, many practical questions remain unanswered. The Early Adopters Phase is designed to coordinate and organize registry communities of practice, in which practitioners contribute to the policies and procedures for the new entity management program. While the Early Adopters Phase welcomes enterprising participants of all experience levels, it’s important to know that, during this phase, IMAC can offer no formal training in linked data entity creation and maintenance. However, EMCO registry communities of practice will be independently identifying training, developing resources, and drafting best practices.

Anticipated Outcomes

During the Early Adopters Phase, participants will contribute and manage linked data entities using practices developed by registry communities within the EMCO membership. Additionally, participants will have the opportunity to collaborate with other registry communities on coordinating EMCO work. Participants may contribute to this work to the extent they are comfortable. There are no minimum contribution requirements for the EMCO program.

As the EMCO Early Adopters Phase progressed, participants, registry coordinators, and the PCC Identity Management Advisory Committee, identified the following deliverables for the Early Adopters Phase. Each registry community of practice will:

  • Establish communication channels for registry community of practice discussion

  • Test and provide input on EMCO statistics reporting requirements and guidelines

  • Provide training and support for those learning to create and manage entities

  • Develop metadata application profiles for persons and corporate bodies

  • Provide input on broad-level PCC policies and best practices for (id)entity management

Note: The PCC will not pay or reimburse EMCO participants for memberships and subscriptions that are required by registries that paywall entity creation and enhancement.

The first call for the spring 2025 cohort of the EMCO Early Adopters Phase closed on Friday, January 17, 2025. IMAC held informational meetings in February 2025. The Early Adopters Phase launched in earnest in March and is anticipated to last for approximately 18 months. A second call for participants closes on March 13, 2026.
