The University of Michigan is working with Atmire to enhance embargo functionality. You can see the outline of the proposed features (with examples of existing features implemented at University of Illinois and the Library Consortium of New Zealand) at

DCAT discussed this during its April 10th meeting (https://wiki.duraspace.org/display/cmtygp/DCAT+Meeting+Notes+4.10.12). While we'll keep comments open for the foreseeable future, we would like to get the work started soon.
