It is highly recommended to follow an established path in gathering the requirements. Often, business analysts are not included in a project, and the process of collecting requirements for the user interface is left out for the development or design team/individual.

The Common Industry Specifications for Usability Requirements, developed by NIST (NISTIR 7432) provides a standard that is easy to implement.
