Story

Researchers wish to deposit arbitrary collections of research data for archiving. Example: DATABANK <https://databank.ora.ox.ac.uk/> The system has to support packaged files (tar,zip) for datasets which can be very large (see separate use case for large file handling), while being able to sub address items within the package. (A disseminator could not this well.) UUIDs have to be embedded at the files system level so that multiple Fedora instances can share a store or stores can be shared. Fedora identifiers are not unique enough and do not have the distribution properties over a directory tree.
