2. Migration tooling (Peter Winkles)
   1. Update migration-utils to include an option to produce F6-compliant OCFL
   2. Tasks:
      1. Extract current code for generating sidecar files into shared artifact (if necessary)
      2. Update migration-utils project to use it.
3. WebACs (Jared) 
   1. JIRA:  Test current state of WebACs
   2. Perform CRUD on WebACs
   3. Ensure that WebACs are enforced (should involve wiring in existing WebAC processing/application logic and enabling ignored integtation tests)
4. Testing (Andrew)
